District Board of Trustees
Tricia Berry, of Panama City, is a native of the Florida Panhandle and has called Bay County home since 2009. She received her AA from Chipola Junior College, BS in Nursing at the University of Florida, and M.S. in Nursing at UF, as well. She has worked as a Nurse Practitioner at Level I trauma hospitals within Florida in burn surgery and trauma orthopedic surgery before working in dermatology here in Panama City. While working at Shands Hospital at UF, she had multiple research publications and presentations at national conferences related to wound care and the biochemistry associated with acute and chronic wounds derived from a range of etiologies. Mrs. Berry has devoted her time to community needs and support for a number of years by serving on boards and in leadership positions with Life Management Center of Northwest Florida Foundation, Boys and Girls Clubs of Bay County, Holy Nativity Episcopal School BOT, FSU-PC Development Board, Bay County Chamber of Commerce, and Holy Nativity Episcopal Church Vestry. In addition to being an Honorary Commander for the 325th MDG unit at Tyndall Air Force Base, she has also had the privilege of serving as President for the Junior League of Panama City. Through the years, Mrs. Berry has been a "community connector" initiating conversation, introducing leaders while cross-referencing the needs and work within various organizations' strategic plans, and providing a conduit for streamlining community efforts and agendas. Her goal is to assist all families and individuals in making our district and unique part of Florida the best it can be while maintaining its quality, natural southern charm. As Co-Owner of Panhandle Pediatric Dentistry, Mrs. Berry has aided in expansion of one of the largest, privately-owned pediatric dental practices in the state of Florida, developing offices across Northwest Florida and serving the specialized dental needs of children. She and her husband, Dr. Eric Berry, are raising their two children in what they consider to be the best part of the state of Florida, and are proud to be actively involved in our community. |
 Boyd Bulger, of Port St. Joe, is President of the Bulger Company. Previously, he held leadership
positions with CTI Foods and Tyson Foods. Mr. Bulger has served on the Universal
Pure Advisory Board, has volunteered his time with the American Pecan Board, and he
currently serves as Chair of the Rebuild Committee of First United Methodist Church.
Mr. Bulger attended Gulf Coast State College before earning his bachelor’s degree
in business from Florida State University. He was appointed by Governor Ron DeSantis
for a term beginning January 12, 2021, and ending May 31, 2023. |
William C. “Bill” Cramer, Jr., of Panama City Beach, is the owner and President of Bill Cramer Chevrolet Cadillac Buick GMC, Inc. Mr. Cramer earned his bachelor’s degree in mathematics from the University of North Carolina (Phi Beta Kappa) and his Juris Doctor from Harvard Law School. He previously served as a trustee of Gulf Coast State College for eighteen years and was chair for fifteen. He has been a member of the board of directors of the college’s foundation since 1987. Mr. Cramer was elected chair of the Florida Association of Community Colleges Trustees Commission in 2001. He served on the Board of Visitors of the Community College of the Airforce for six years, three as chair. He was the public commissioner from Florida on the Southern Association of College and Schools Commission on Colleges from 1994 to 1997. Abel De La Rosa, Ph.D, of Port St. Joe, co-founded Antios Therapeutics and served as CEO and Director, later transitioning to Chairman of the Board and Scientific & Strategic Advisor. Prior to Antios, he was Chief Scientific Officer of the Drug Innovation Ventures at Emory (DRIVE) and the Emory Institute for Drug Development (EIDD) at Emory University, focused on the discovery and development of antiviral drugs for the treatment of viral diseases of unmet medical need and global concern. While at Emory University, he was an inventor on technologies licensed to pharmaceutical and biotechnology companies. Prior to joining Emory University, Dr. De La Rosa was Senior Vice President of Business Development & Scientific Affairs with Pharmasset. He provided business and scientific leadership to drug development programs for the treatment of infectious diseases, including Sofosbuvir for the treatment of Hepatitis C. Prior to Pharmasset, Dr. De La Rosa was Vice President of Product Development at Visible Genetics, and held scientific positions at Innogenetics, Boston Biomedica, and Digene, developing molecular diagnostic tests for infectious diseases. He is an inventor and author on several U.S. patents and publications relating to molecular diagnostic methods, techniques and therapeutics for infectious diseases and cancer and has served on the Board of Directors of private and public biotechnology companies. Dr. De La Rosa earned a Fogarty Fellowship and an Intramural Research Training Award Fellowship from the National Institutes of Health, where he completed post-doctoral training in the Laboratory of Biochemistry and the Laboratory of Pathology of the National Cancer Institute. He holds a Bachelor’s Degree in Microbiology from the University of California, San Diego, and a Ph.D. in Microbiology from Miami University. He was appointed by Governor Ron DeSantis on December 6, 2022. |
Frank Hall, of Lynn Haven, is the President, Florida Region of Cadence Bank. He is actively involved with the Panama City Port Authority, HCA Gulf Coast Hospital Board of Directors, Florida State University Foundation, Florida State University (Panama City) Dean’s Council, Alignment Bay County, and the Value Adjustment Board for Bay. Mr. Hall earned his associate’s degree in business administration from Gulf Coast Community College, his bachelor’s degree in business management from Florida State University, and his banking diploma from Louisiana State University’s Graduate School of Banking. He was reappointed by Governor Ron DeSantis for a term beginning December 6, 2022. |
 C. David Powell, of Panama City, is the Commercial Lender Manager with Innovations Federal Credit
Union. Previously, he held positions with Brown and Brown Insurance, Hancock Bank,
and Peoples First Community Bank. Mr. Powell has been involved with the Bay County
Military Affairs Committee, Bay County Chamber of Commerce, Bay Education Foundation,
the Anchorage Children’s Home, and the Panama City Beach Chamber of Commerce. He
earned his associate’s degree from Gulf Coast Community College, his bachelor’s degree
in finance and real estate from Florida State University, and his banking diploma
from Louisiana State University’s Graduate School of Banking. He was reappointed by
Governor Ron DeSantis for a term beginning December 6, 2022. |
 Floyd Skinner, of Panama City, is the President of Skinner Tax Consulting, Inc., a company he started
in 1994. He served in and received an honorable discharge from the United States Army.
Mr. Skinner has volunteered his time with the Encompass Health Rehabilitation Hospital
Board, Bay Medical Center Foundation and Board of Trustees, Salvation Army of Panama
City, Gulf Coast State College Foundation, and the Florida State University -Panama
City Dean’s Advisory Council. He received his bachelor’s degree in accounting from
the University of Alabama Birmingham and his master’s degree in taxation from the
University of New Haven, Connecticut. He was appointed by Governor Ron DeSantis for
a term beginning January 12, 2021, and ending May 31, 2024. |
 Joe Tannehill, Jr., is President and CEO of MERRICK Industries, Inc., a custom-design capital goods manufacturing
company based in Lynn Haven, Florida, serving industrial customers worldwide. He holds
a BE in Electrical Engineering from Vanderbilt University, a MS in Electrical Engineering
from the University of Kentucky and a MBA from Dartmouth College. He was reappointed by Governor Ron DeSantis for a term beginning December 6, 2022. |
Caroline Windham, of Panama City, is the Owner and Office Manager of David D. Windham, DMD. She is the current President of the Bay County Genealogical Society and a member of the General Federation of Women’s Clubs. Windham attended the University of Florida. She was appointed by Governor Ron DeSantis on December 6, 2022. |
 Holly K. Melzer has practiced law in Panama City since 2007 and serves as General Counsel for the
District Board of Trustees. Mrs. Melzer holds a bachelor's degree and Juris Doctor
from the University of Florida. In addition to her role as General Counsel and her
private law practice, Mrs. Melzer owns and operates a local title company, 850 Title.
Mrs. Melzer also serves on Northwest Florida Beaches International Airport Board of
Directors (past chair) and led the Anchorage Children’s Home Board of Directors for
13 years. Mrs. Melzer believes in Bay County and champions economic development through
her involvement with Bay Economic Development Alliance, Bay County Chamber of Commerce,
and Florida State University Project Inspire Advisory Council. She has been awarded
the Florida Super Lawyers Magazine Rising Star, Girl Scout Council of the Florida
Panhandle Women of Distinction Award, and Anchorage Children’s Home Anchor of the
Year Award. |
Glen McDonald, Gulf Coast Community College Class of 1986, became president of Gulf Coast State College on August 1, 2023. Prior to becoming president, McDonald served as the GCSC Vice President of Strategic Initiatives and Economic Development for six years, overseeing complex projects and initiating internal strategies to improve and grow the College. Preceding his time at Gulf Coast, he held a 25-year career with nationally-recognized Applied Research Associates, Inc. (ARA). He advanced from scientist to Senior VP and supervised contract and revenue management, organizational structure, and growth. McDonald is an advocate for community betterment and volunteers his time and talents with the Bay Defense Alliance (Vice President), the Bay Chamber of Commerce Military Affairs Committee, the Economic Development Alliance, Florida State University Panama City's Dean's Council, the Airport Authority Board (Past Chairman), and Alignment Bay County. He holds a bachelor's degree in biochemistry and a master's degree in business administration from Florida State University. |
